When using a people picker, is it possible to list all accounts, "Active" and "Disabled" accounts?

When using a people picker, is it possible to list all accounts, "Active" and "Disabled" accounts. We need to be able to select Inactive accounts for a custom reassignment function that we have. When a user leaves the company, their account will be automatically disabled and thus we may have active tasks that need to be reassigned.

It might help you to get the desired list, as the plugin includes capability to search for the User objects. Then opt for a custom picker, join the lists (of activated and deactivated users) as per your requirements and provide the same as input to custom picker.
