Possible to launch report when user clicks submit button?

As per my knowledge you cannot do the both.
But you can configure exceptions to to the user input task to end task (I mean submit the task) after few minutes.

You can add a chained user input task showing a link to the report. The user submits and then clicks on the link to the report. Task exceptions will NOT submit the task, but cancel it and allow you an alternative process flow.

Okay.. it means I have to go for alternatives.

if you always want to navigate to same report. you can try the configuration
"Confirmation URL" in other tab of task, please provide the static url of the report
