Separation of access to portal designer vs the new designer

Our current environment is configure to allow general users access to portal designer interface and they are members of the designer group. In version 16.2, these users will have access to the new Appian Designer link now available from the header. I want prevent general users the ability to access designer and hide the link so it doesn’t display to these users.
Is there a way to hide the link from all users and only allow identified modelers access to the new designer without having to remove them from the designer group?

It is not possible to hide that link. I would like to better understand your use case and what you are trying to do. Why do you want general users to be portal designers?

sorry I wasn't clear. I don't want general users to be portal designers. This is why I'm trying to prevent them from having the link.
For some reason that I'm not 100% clear on and implemented before my time, users are part of the designer security group. In v16.2, members of this group inherit the ability to work in the new designer and can create models. Especially now with Application Builder.
My intent is to only allow identified Appian designers the ability to create models. This will allow us to control what is published for use.

Users in the Designer group have always had access to design apps (/suite/designer). Not sure which version you are coming from. However, instead of hiding the link (which you can't do) you should properly set up security. Remove all users from designer group and only add those you want to be designers.

Thought about that but removing users from the designer group will prevent them from accessing portal designer UI. we are currently on v7.8 and we have not migrated to tempo.
All I want to do is prevent users from designing workflows.

Ultimately, my intent is to not allow users the ability to create models.

Let me know if anything I wrote needs more clarification.

If you just don't want them creating process models then remove them from the Process Model Creators group -- forum.appian.com/.../System_Groups.html

ok, yes that will prevent users from having the ability to design models. However, that will not prevent users from accessing the new Appian Designer and interacting with available functionality.

That is correct. There is no way to allow people to see portal designer without being able to see the new designer

so that puts us in a bad spot and we can users doing things unknowingly in production that could impact process models.
Any recommendations?

Why do you want to do that? That is the first question. What is the use case?

this is how users get their tasks, reports and everything else they do in Appian.
Like I said, we have not migrated to tempo and still live in the portal.
