Starting in Appian 19.3, Appian released new features related to SharePoint and Dynamics 365 which require those plugins.
These are Appian internal components that are automatically deployed as part of new out-of-the-box features. It is expected that these plugins are deployed on every site after upgrading to Appian 19.3.
