In the Appian Installation Documentation, it says that "Distributed installations require static IP addresses for each server." Does it truly have to be static? Or is it good enough if it is assigned by DHCP and then reserved so that it doesn't change after that? Or does it truly have to be set up as a "static" IP address?...

Licenses are issued for a specific server depending on their Fully Qualified Domain Name. This has to be a unique value host and domain. If the value changes the license would become invalid.
Licenses are also tied to the number of CPUs and Operative System.

So it's safe to say that if the IP address doesn't ever change, then there won't be any problems?

Jordan, the static IP address / FQDN are used to communicate between the servers. I have used static IP in the past (as per documentation). I am pretty sure FQDN would work but I would strongly recommend following what the document says. FQDN also requires DNS lookup which may cause latency (albeit very small) - So IP address is the best bet.
