User Language Issues in SAIL UI Form

We have a user account which displays only some UI form in French..!!! 

The user settings are always set to the language ENGLISH and administrator is not overriding the settings to French either. Did anyone face this issue and what could be causing this??? The form which displays details in French has like Uploading files components and buttons and text fields...!!

    Thanks for the ideas.. But this looks to me like an issue still since we have no other language set up for the users to be used except for English and that's the ONLY and default language available. So the possibility of user changing his settings gets void here.
    And as far admin, i have re-verified and made sure English was the language and was never overridden to another.

    Also one more thing to notice is that only few of the UI gets this issue and for only that user. I also verified with other user accounts and all looks good. Will probably create a case with Appian on this.
