Feature Request: Sign In Links with SAML

When using SAML it appears that sign in links are not displayed. It would be beneficial if these where visible even when SAML is used.

A lot of times customers need a way to notify someone that a user account is locked, or needs to be created. These sign in links are great for this use case. But it seems like they do not display when using SAML.

I'm testing this myself and across 3 separate environments (including my community edition site), I can't get any changes to the "sign-in page links" configuration to actually appar on the sign-in page - regardless of whether it's adding a new link, making a slight tweak to the label or URL of an existing link, or re-ordering existing links.

This leads me to think the Admin Console functionality might actually currently be broken (as in, changes can be made and saved, but for some reason, are never reflected on the actual sign-in page).  If there's something different at play here then I'm really out of ideas.  any chance this is a known issue with 22.2 / 22.3?
