There can be multiple reason:
1. Try to clear out your cache memory
2. This can also be possible in case you have latency issue
3. If you are getting this issue during the code change, then please check that is there any DB call in the code, if yes try to check the performance of the DB execution, sometimes that also creates an issue and Appian is not able to load the code and throws 413 error.

I encountered this same error when using Appian on IE, but when I switched to Chrome I no longer see the error.

I know is kind of weird, but we are getting this after upgrading from v18.1e to v18.3c.

Although it didn't show anything related to "Request Entity Too Large" error message, but 413 stands for this.

Instead of the solutions suggested by others here:

I have updated the UploadReadAheadSize in IIS from 30MB to 50MB and the error stops appearing:

This environment is on Windows Server 2012 R2, IIS8.5, Appian v18.3e (on-Prem).
