Are there any functions or smart services that allow setting of another user's timezone?
Customer wants to build a utility to allow for admins to set timezone's of user's. Additionally, they would like to lock down the timezone (using the admin settings to override the user's selected time) but I am unsure if we can use the admin console checkbox and still have custom timezone for users.

Anyone know what the difference is between these two samrt services?
Both seem to allow setting the same fields for a user.
Also, I tested setting a custom timezone and then disabling timezone configuration from the admin console and it appears that the settings are reverted to the system default.
