Is it possible for a Cloud customer to use a Web API used to query our database

Is it possible for a Cloud customer to use a Web API used to query our database which is also stored in the Cloud (and download the data)? If so - are there limits to the size of the data that can be queried? How secure is it? Thanks for any feedback/advice.

AFAIK there's no limitation to cloud customers. Security is no different, take a look at
forum.appian.com/.../Web_APIs.html
There's no specific data caps than your query rule results and other rules best practices.

By default there is 1 Mega byte (MB) data limit for a single query before query is halted. This data limit can be changed using custom properties. However, it is not a recommended approach. For authentication, please refer to the Web API authentication link given by Shyam. Authentication mechanism can be different depending upon requirements. Also refer to Web API role map for configuring the security.
