Is it possible for a Cloud customer to use a Web API used to query our database which is also stored in the Cloud (and download the data)? If so - are there limits to the size of the data that can be queried? How secure is it? Thanks for any feedback/advice.

AFAIK there's no limitation to cloud customers. Security is no different, take a look at forum.appian.com/.../Web_APIs.html

There's no specific data caps than your query rule results and other rules best practices.
