How I can use Appian API? forum.appian.com/.../. how can i access the methods which are there in Appian libaray as web service outside Appian? Can some one give me an example?

If the only possible way of implementing your requirements is using Appian API and you have to expose that, then I think there is no other solution. Developent of plugins is done in Eclipse and you need a local installation for testing.
Out of curiosity, what do you want to do?
