Limit Access Right To Tempo

@joanneh As far as I remember the discussions happened on this topic so far, one of the ways is to refrain from providing any links in the Site's Interfaces that will make the user navigate to Tempo. That said, you may want to check if a user is able to navigate provided if he has got a link and I guess the navigation is possible in this case.)
