Is there a way for the end-users of the Appian application to adjust the frequency as well as the capability to turn on/off email notifications from the front-end in the long run?

Individual Users can self-serve their notification preferences (go to Profile/Settings):
Note; this only applies to those notifications that are auto-generated by the Appian base platform. Anything that is custom-built into an application will require a custom solution.
Another option is to create filtering rules in their email.

I think Mathieu meant an email filter in the receiving user's email. You can set up rules in the likes of Outlook to route incoming emails to folders other than the inbox.
