Do we need plugins for the On-Cloud platform ?

Plug-ins are generally just as needed for cloud users as they are for on-premise users, and almost always work exactly the same way. The only thing that differs largely is how the designer deploys them (in cloud installs, the designer can deploy public plug-ins via the Admin console, and if they want to deploy any custom plug-ins, as far as I know it has to be done via a support case).
