How to get ALL users (active and inactive)

Is there a way to get all users, not just active users. We where going to use the people plugin for getallusers() but it only returns active users.

Hi,
1) we had to install the 'User Search Expression' plugin. Once installed, you can use the get function getdeactivatedusers(),
their you can get list of deactivated users .
2) use function getdeactivatedusersby("email","@",2) to get list of deactivated users.
