I just have a doubt, is it possible to deploy a plugin in Appian community edition environment for the sake of learning, without any Appian Support involvement?Plus, I would be Thankful if anyone provide me detailed material like how to build and deploy Plugin from Scratch.Thanks in Advance

Also, I don't it is possible to do so. You can it on an on-prem environment after getting a dev-token from Appian but on cloud, it is not possible.
The custom plug-in needs to be submitted to Appian support for cloud approval, once approved it will be available in the App market for cloud deployments. For On-prem it can be deployed by the Admin.
