Does "Restart All Nodes" service from "Process Upgrade plugin&quo

Does "Restart All Nodes" service from "Process Upgrade plugin" initializes the non-active UI task node.

Use case: Process model containing two UI Task Nodes Task1 & Task2 ) and the same process model was upgraded using process Upgrade Processes service, which works fine

Issue: Few Processes can have task 1 active and few processes will have task 2 active with task 1 already completed in flow earlier.
After process upgrade is completed, Restart All Nodes service is being called passing task node UUID's for task 1 and task2,
which is leads to restarting of both task 1 and task2 irrespective which node is active
