1. For the out-of-the-box smart services the bundles are inside \\ear\\suite.ear\\resources\ ext\\java\\com\\appiancorp\\process\\runtime\\activities
2. For custom plug-ins they are defined inside the JAR in the form of a properties file of type <smart_service_key>*.properties

On a separate note, now that Appian Forum is running on the latest release (Appian 7.1), I also wanted to highlight a change in behavior of which you might not be aware. You've authored this question on Forum as a "Post" (
forum.appian.com/.../News
, which means that only your followers will see this topic in their news feed. While users can also see it in their search results if the keyword they're searching for is located somewhere within your post, your question will otherwise not be readily apparent to the community.
Instead of using the "Post" functionality to ask questions on Forum, I would recommend that you use the "Ask a Technical Question" and "Ask a Business Question" actions also available from Tempo.

Regarding the custom plug-ins. Do the properties files need to be inside any folders within the jar? or can they be added at the base level?

From the Eclipse's perspective the <smartServiceKey>.properties has to be under the src/main/resources source folder inside a package of type <pluginKey>.
Once you export it, from the JAR's perpective, if using the Appian Plug-in Eclipse Creator add-on, it will end up under <JAR>\\<pluginKey>
The generic file has to be named <smartServiceKey>.properties but you can also have one per language: <smartServiceKey>_en_US.properties, <smartServiceKey>_en_GB.properties, etc.
