I am facing some issues with Portals creation.
1. This is my old Portal which I am editing with new interface and I have removed all the unsupported functions and rules from the interface.
2. Tried with different users and different interfaces.
3. Checked the logs but unable to find data in that logs as those are empty.
4. I am trying to create a new Portal but it is asking for a purchase.
Can we have an increase limit in Portals creation object? or Can we have a solution to fix this issue?

Portals Creating Limit check this for the portal object creating limit.
Have you checked for the missing precedents if Yes. Try removing the interface and add once again.
Previously i faced the issue readding the interface worked for me.
if you are using community edition
In the latest the for the community edition site the portal object has been removed. So that I guess you are getting this issue.
You can check in the admin configuration.

JayaPrakash Ravipati No, they still exist. That is written even in the documentation you provided. You can create 2 portals with your ACE.

This is the same error I get when I try to create and publish a dummy/test portal in one of my Cloud environments in which portals are not yet enabled.
If it's a CE account (which others here seem to be assuming but i'm not sure I see confirmation of) then you probably need to reach out to that team for support and/or clarification.

Maybe some test cases of daughter interfaces are causing the error. Eliminate all test cases in the interfaces that belong to the portals.
