Can we not publish a portal in Community Edition ? And also can we create Service account in Community edition .

Yes you are right! Community Edition comes with few restrictions - Portals cannot be published is one of them. As we dont have access to Admin Console thus creation of Service account is not possible as well. You can find a list of restriction in the documentation here.
