Perfect thanks so much! For anyone who's curious, I selected the Public Events checkbox in the process model properties of my receiving process model, which allows for receive messages to be sent by any user.

This solved a years-long mystery for me. I've always thought there was something wrong with the way I was configuring events, so I kind of gave up on trying to use them because things always stopped working as soon as users without system admin rights got involved. Seems strange for the default behavior in process models to be that only system admins (or the process initiator, I think) can send messages to the process - I feel like it should be public by default, and you'd have to check a box if you want it to be limited.
