Send/Receive Message Events

I'm having an issue targeting a process instance with the Send Message event. Multiple instances are waiting at a Receive Message event in this scenario, we have a separate process which sends a message to one of the instances based on pp!id. No matter what I've changed, ALL instances waiting will receive the message event and continue along - which is incorrect. I've used this logic many times before with success, and the setup is not difficult for these nodes. I attempted to replicate the issue in a new, simpler process model, but everything works there as expected, only the correct pp!id receives the message. The attached document shows the configuration as well as alerts I've added around the Send and Receive events. Has anyone ran into this issue? Are there any known defects surrounding the Send/Receive message events?
