Using a quick task channel on a page, there is an option to launch the quick task in a new window, but that doesn't seem to be available using the linktoquicktask() function. Is there a way to do this using that function, or in concert with another funciton?

Per the documentation of this plug-in: "Quick Task links always open a new Appian page, not in a popup or in the channel. This is due to limitations enforced by the product."
