Has anyone implemented a custom picker that queries all the expression rules in an environment ?

Hi, Could you please explain what do you mean by "queries all expression rule"? we use expression rule to construct suggest function. what is your requirement exactly?
The user while using the application should be able to pick up an expression rule out of all that is available in the environment.

It is basically to store some configuration information that will be executed in the runtime. Can the end user specify a rule to execute under certain condition without code being changed ?
I'm with - what you're describing is the solution to a problem that you haven't articulated. What is the business problem that has led you to ask this very specific question?
There is a central application that will drive a few (10s of business application's behavior). The individual applications will be registered with the main application in terms of a few parameters which are nothing but expression rules . E.g. to check if the application is available or not, the central application will call the specific application's rule . If i want to clean up any application from the central app , by calling the clan up expression rule that is available in the specific application etc.
