I use a viewer's account and try enter a new site, the account does not have permissions of the site.
When I try enter the site, Appian alerting me to display "403 Access Denied You don't have permission to view this page.",
sometimes, an error is popped "An Error Has Occurred The Site xxx does not exit, has been deleted, or you do not have sufficient privileges to access its data."
if I use designer's account, All are ok.
I expect to display only one case - “403 Access Denied You don't have permission to view this page.”

I think It is a Security Issue. Please make sure, that the user account with which you are trying to see the site must have viewer security for that site.
Occurring the same issue, any updates?
These are two different error messages. One is about accessing a site object, the other one about a page. Do you see these messages for the same URL?

Actually I am trying opening a record summary page, I know the account doesn't have the access to the site, but it is weird sometimes I got the access denied message(expected), sometimes got error like this:
The Site [name="xxxx"] does not exist, has been deleted, or you do not have sufficient privileges to access its data.
I cannot really help you with this. I would go the way to prevent the user from clicking that link in addition to the security settings.
