As per the documentation,
Copy and paste an example into the Test Rules interface to see how this works.
value("12/13/2005","mm/dd/yyyy") returns 12/13/05 12:00 AM GMT
However, when I tried this, it returned only 12/13/2005 instead of the date time format. Is there any other way to get the value of date time from text formatted like hh:mm?...

The text function should work for you; the documentation (link below) shows all of the date/time formats you can derive.
