We have to use the now() function to convert the timestamp to a particular format. ("05-JUN-14 05.21.13.130000000 AM", The format is DD-MMM-YY HH.MM.SS.XXXXXXXXX AM and provide this value to a service.
My questions are :
Does the now() function return seconds and milliseconds to this level ?
Right now I am using rand() function to generate millisecond values since this isnt returning. Can I do any other thing ?...

You can use milli(now()) to get the millisecond on that particular time.
