Is there a way to convert a XML to JSON or an Appian Dictionary without a lot of coding effort?

Have you tried using the a!toJson() function? I don't have access to a 7.10 install at the moment but I would hope that it accepts xml input. If the function needs a cdt, you could convert the xml to a record and then convert the record to json. Like so: a!toJson( torecord( <xml>))
I don't see a shared plug-in, but this wouldn't be difficult to implement.
