Can rf! variables be used in the Value1 / Value2 expressions for a Facet Option? If it makes a difference my record type is process-backed....

No. The rf! variables are specific to each individual record so they can only have a value when you are talking about a specific record. Facet options are applied to the record type list itself, not to each individual record in the list.
