Is it possible to open record view when an ID is entered in text box?

This can be achievable(in a little different way) but I have couple of questions for you.

Does the Business user remember the ID you were mentioning?
Is that ID unique ?

If the answer above is yes, then you can put all your code in with statement and you can display the record dashboard by sending the ID as input

Record dashboard is configured in the Record. Call that Interface by passing the necessary inputs.

Does it have to be the *actual* summary dashboard that opens, or could it just be an interface that looks like it?

If the latter would be fine, you could have a section (or group of sections) set to show up only when a certain local variable is populated with the ID, at which point you call the sub-interface(s) used in the record dashboard. I don't think you can call the dashboard itself, but you can definitely make it look similar to the dashboard.

The requirement is to not display dashboard in the same interface. I have a interface, when user enters app ID in the text box it should take them to record view. Like how it works when you click on a record link.

The above requirement is not possible currently.

Agreed with @sanjays, there is no other way that I know of other than showing a link the user can click on. You would be able to make it a safe link such that it opens in a new tab, at least, but that's about all.
