Is there a way to format the text in a process variable. For example: I have a subject line in a email formed like this:
"A note has been added to request # "&pv!requestId& "entitled: "&pv!requestTitle
Is there a way to put parens around the request title? Is there a way to bold print a pv in the message body?

The parenthesis can be added by treating them like text. Try:
"A note has been added to request # "&pv!requestId& "entitled: ("&pv!requestTitle&")"

Instead of taking whole body in one expression, try using pv!s in expression editor in the message body and bold the expression editor by selecting it and using the bold in the Body of Email Smart Service.

You can try to use email template (html) and put both PV's to be input parameters of your template.

For subject, if you want to put "(" and ")", you can replace them to char(40) and char(41) as the expression editor may misinterpute these two chars.

For message body, you can try to use email template (html) and put both PV's to be input parameters of your template. In the email template, you can do whatever format you like.

For message body, use of html tag "<b> </b>" for that particular pv would fullfill you requirement.
