DRAFT KB-XXXX Tomcat start-appserver script does not start tomcat on Windows Environments

Symptoms

Appian services successfully, but when running the start-appserver.bat script tomcat does not start.

Tomcat will display no running instances when attempting to run stop-appserver.bat.

This fix has been addressed in hotfix: 

Please apply the hotfix and run the start-appserver.bat script to start tomcat. This should start tomcat and create the tomcat-stdOut.log file.

This article applies to Appian 19.1 for Windows environments.
