I am unable to click on menu "Records" or any of the menu buttons Appian version 23.3
Not sure if this helps, but we currently run version 23.3 and I changed from:
|click on menu|abc|
|click on site page|abc|
Mind you, we are using Sites, not Tempo, so change the fixture from TempoFixure to SitesFixture.

I found that the "Action completed" message prevents menu and other items at the top of the page from being clicked and have had to add a few second wait to ensure this disappears. |click on link| has also worked for me in place of |click on menu|
Also in the log, the xpath searches for "SiteMenuTab" instead of "VirtualMenuNavigationTab"
