New installation of Appian 17.1 on Windows, can not log on

Dear Appian community,
I just installed Appian latest verison (17.1) on my Windows laptop and installed Appian (including JBoss, MySQL) and started Appian and JBoss server.
The first page shows the login form, and I am sure I am using the correct user name and password that I specified in password.properties.dev (my environment name is 'dev').
http://localhost:8080/suite
But I can not login. The error message on the browser is:
Error 401 - Unauthorized
Sorry, your request could not be processed.
Return
Initial JBoss Server log shows:

I updated the custom.properties.dev file to use FQDN instead of localhost, and then redeployed to both Appian and JBoss, now after I restart JBoss (and Appian, Search server), I got the same error message and can not log on. But this time the JBoss log file does not show anything related to the login.
You help is greatly appreciated.

Hi, jims419, thank you for your help ! It is puzzling to me that my web.xml does not have a section for Cookies at all, I searched 'cookie' and nothing comes up in the web.xml.
The installation guide say this: Allow Insecure Cookies
Because we just configured Appian to run over http instead of https, we now need to also tell it that it's OK to set cookies that don't require a secure connection.
1.Go to <REPO_HOME>\\ear\\suite.ear\\web.war\\WEB-INF\\. Create this directory if it does not already exist.
2.Copy <APPIAN_HOME>\\ear\\suite.ear\\web.war\\WEB-INF\\web.xml into the current directory.
3.Open web.xml in a text editor.
4.Remove the following lines:
<cookie-config>
<http-only>true</http-only>
<secure>true</secure>
</cookie-config>
<tracking-mode>COOKIE</tracking-mode>

But my <APPIAN_HOME>\\ear\\suite.ear\\web.war\\WEB-INF\\web.xml does not have any cookie settings, so I can not remove any <cookie-config> as there is none.

Are you using the web.xml that came with default Appian install? I see the cookies lines there in my Linux deployment (line 1090)

Hi, jims419. Yes I am using the default <APPIAN_HOME>\\ear\\suite.ear\\web.war\\WEB-INF\\web.xml. I have attached my web.xml in this message.
But the way, are you also using Appian 17.1 ? And did you apply the hotfixes (I did not as this is my first install and I want to just to get Appian up and running) - thanks!

That's strange. I'm on hotfix A, but I originally installed it without the hotfix. Don't think web.xml changed. are you on windows or linux?

Hi, jims419, I am installing Appian on Windows. Just to be sure, the final web.xml should not contain the <cookie-config> section - correct ?

yes, you would remove the lines as specified in the docs:
docs.appian.com/.../Post-Install_Configurations.html
