Hi,
As far as I know, Conditional show hide works for tabs in the form. I tried it in 7.2 also. It works fine for me. I think there is a problem with the condition that you have used in Only show this Field. Here is the documentation link to know more about Only Show this Field.

-out of curiosity, why are you not using tempo enabled forms and achieving similar feature (such as tab) via activity chaining instead? By making the form non-tempo based, you are likely going to create more work when the customer wishes to make their platform fully mobile compliant. I'd recommend you revisit your requirement.

Satya, We need some features in the form which are not supported in the tempo -like checkboxes in a grid etc. We don’t have a usecase for mobile now; but keeping in mind that we would want to go in that direction, javascript has been avoided in all the forms. Hope that 7.4 or 7.5 will have support for fully editable grids, thereby easing our migration efforts to tempo if needed.

Keep in mind that the tempo forms give you cross browser support and not just mobile availability. That said, I believe Sathya is stating to not use tabs and instead break what you want in a tab into separate user input tasks. Then chain them together and also allow the person to step back. This will allow them to navigate forwards and backwards to see the different pieces of information.
