Can I run the Appian Provisioner Tool without a paid Apple developer account?

I am trying to make a simple app for IOS and am running into an issue with the provisioner tool not working due to not having the paid Apple Developer subscription.

Are there any work arounds for this that could be recommended?

    I think this is more an Apple issue than an Appian issue. But the Apple dev account is not expensive.
