Has anyone successfully sent an escalation to a non Appian user? I have tried to use the toemailaddress() function in the recipient field of the escalation, but it does not send the email to that user. It does send it to the other people in the list, who are users in Appian. Thanks.

I don't think it is possible to send emails to non-appian users from the "User Input Task" node (including the escalation option). But you can try some work around approach to do it if you absolutely need it. One work around that comes to my mind is to use "Send Message Event" option and invoke a process model which can send email to non-appian users using a "Send E-Mail" node. You would be able to pass the email id in the data tab of "Send Message Event" option.

toemailaddress() should do the trick as long as you pass a string/pv with an email address. However, some email servers have restrictions and doesn't let you send emails outside your domain. That would be a non-Appian related configuration though.

toemailaddress didn't work for me before. Send Message Event should work.
