I just looking for a confirmation that Appian will populate pdf through a PDF with forms, no other PDF generation is possible. If this is the case its somewhat of a limitation.

There are quite some ways to create PDFs. What do you want to achieve?
For starters I would like to create a PDF document that is not a form. Lets say a simple invoice.
In my experience, document generation is no simple task in general. I would start with using a DOCX as template and then convert to PDF.
If you need more flexibility, I had great success with the HTML to PDF plugin. This supports all the bells and whistles of CSS Printing.

What do you mean? Create a DOCX with some placeholders (###name###). Feed that into the Word Doc from Template. Then the new file into The Docx to PDF.
I can't find the smart service to convert the docx to PDF.
You will need to deploy the dynamic document generator plugin you linked above.
