In Community edition , I am not able to find "Try Prompt Builder" under AI Skills . Do I need any other permissions for that ?

Prompt Builder is not in Community Edition - it requires a licensed Appian Cloud instance with Appian AI enabled.Check Community Edition Restrictions : https://community.appian.com/p/community-edition-guide#restrictions
Generative AI based AI skills are disabled in Community Edition as its part of full version of Appian platform. Hence you wont be able to see it.
