As far as I know, there is no way to achieve this directly.
You may try creating a Appian plugin for that purpose, since there are APIs for rules/constants.
Please check the ContentService Interface, Content class and Rule class. These are relevant to your use-case.

Check the method getAllChildren() in ContentService Interface. You can get children of a folder and filter them according to ContentType. There is a class called as ContentFilter. You can use ContentFilter.RULES as filter value while calling getAllChildren()
