That's strange, I have tried packages even of 21 MB in 16.2 and it works fine.
Which version are you working on?
Try the deployment manager.

In that case, you may want to divide the package in parts.
I used to deploy only DS and CDT first, then only query rules and constant (neglecting any constant of PM or Record type), then expression rules followed by interfaces and then everything else.
Basically different applications for each type of object.

@ashisht
Is this issue pertaining only for this package or for all ?

@aayusha
That could be work around, however, due to project complexity its not possible / advisable to further break down package since its already been broken into smaller chunks.
@ mohammedz : For all packages above 3-5 MBs

@aayusha,
Is the issue specific to Appian version or something related to package?

We have a similare problem but only in our production and staging environment. In my opinion this is due to some problem with apache. I don't know if you have a similar configuration. We haven't solved the problem at all, but we can upload application in these two ways:
-Once this message appear, simply select again the zip file, inspect and upload.
-Use google Chrome, the only browser that don't give us this problem.
Try also to check Appian hotfixes, because if I remember right there is a patch to solve this problem

Also you could validate if you custom.properties has MAX_UPLOAD_FILE_SIZE property set for file size.
