The plugin you need is not the highcharts component, but this one: https://community.appian.com/b/appmarket/posts/end-user-reporting-charts
In the admin console, search for "end-user"
I'm having the same problem, and I downloaded and placed the correct highchart component into our appian plugin folder.
This utility has a dependency on Highchart Component. I added the Highchart Component.plugin Version 2.0 from AppMarket and when I am uploading/importing the application and did the inspect it gave me a warning that the "Highchart Component" plugin does not exists. Please advise. Thank you!

Yes, we are referring to the Grid one with the frozen header.
It's in there for Charts (pie, bar, etc), are you referring to the Grid one with the frozen header?
Is it possible to add the "height" parameter to the report configuration settings?
