What are the steps involved to migrate appian from on-prem to cloud.

Get in contact with Appian. They will support you in doing this.

Do they also support with the database migration, migrating the running processes, userbase and document migration ?

It will / should make sense to opt for appian help for production workloads but for lower environments the appian administrators should be able to do. Opting appain support to migrate dev or sit or qa is costly (considering now a days situations around). hence the ask.

Please go through the Appian_Cloud_FAQ if you want to do the migration of lower environments, it would be helpful.
