Component plug-in approval verification failed. Please contact Appian for approval process

We have an Appian sandbox server for training on our on-premise Appian servers, and we're facing an issue with component plug-in approval verification failing. When attempting to add a newly developed component, can you advise on how to bypass this process? We are using our on-premise servers and do not plan to upload these components to the Appian Market.

YOu are probablt using HTML or javascrpt in your smart service, and you must send it to appian before using it, even in an onprem installation

    https://docs.appian.com/suite/help/24.4/component-review-process.html

Plugins can be made private, but still need to be reviewed.

Yes, but for testing purposes, in onPrem you don't need that prior validation.. When you see it, it's because you are trying to generate js or HTML  from your plugin.

To clarify the situation, I possess plugins; however, I am unable to test them due to the inability to deploy them. What steps can I take to conduct testing prior to submitting for approval?
