Is there any way to download users list in csv or xlsx format from Administration Console or Designer?

    You can do that. Navigate to Object view search for User RecordType and change the User experience List from Feed to Grid and select the show export excel button. Click on the View record list option from the record and you can download in an excel.

    Can you give us some background? There might be a better option for your actual requirement.

    Konduru's method will work but I agree with Stefan, there is almost always a better way to achieve what you want to do without an Excel export.
