User access issues on replica enviornment

We have created a replica of production which is on premises environment.

Configuration is Appian version 19.2 - Tomcat - LDAP.

We are facing below two issue in new environment

1. User is not able to access the Tempo action for which he has permissions

2. When we make a system admin to basic user, the user is not able to login

Anyone faced similar issue while creating a replica or any clue how we can fix this ?
