I think you can use some Boolean constant to show or hide to make app non-available to users. or you can use Maintenance Window feature in the Admin Console but this will apply to the whole environment, not to a specific Application. May i know more context on your req please

YOu can't by default. but you can create your own interface, and set is as the default page of your app depending on a boolean value,
