AI Skill not available in locally hosted On Premise Environment. Need some suggestion on Document Extraction for other languages Document

Hi Appian Community,

Please be informed that we are using 23.2 Appian Version locally hosted On Premise Environment and under Build->New option we don't have an "AI Skill" option so currently it's not possible to create AI Skill for Documentation Extraction. 

1) Is the Arabic Language able to be extracted by Appian's AI Skill from Arabic documents when I use Appian AI Skill object after training the model?

2) Is there any workaround to enable Appian's AI Skill in development On Premise Environment?

3) Do we need to manually install any AI Skill in Appian installation folders to enable AI Skill option in On-Premises Environment?

4) If i enable Google Cloud Document AI, will this work for other than English languages like Arabic words extractions including Arabic numbers?

5) How to tract extraction accuracy if i use Google Cloud Document AI, because i know if its Appian AI Skill then it will give automatically give accuracy percent?
