Test Cases Not Deployed

Hi Everyone, 

I recently created test cases for 100+ expression rules. When I tried deploying to higher environment, even though the deployment was successful - the test cases are not deployed for all expression rules. Only 2 expression rules got their test cases while others did not. Looking for some reason why this might happen?
